1.
PREAMBLE |
 |
1.1.
This document sets out some initial thoughts and directions
towards the creation/development of a biblically informed
Orthodox and Pentecostal diocese for God's work in
the Federal Republic of Nigeria in West Africa, with
Lagos as the initial working base.
1.2. The National diocese will initially cover a wide
geographical total area, of 923,770 sq km/356,700
sq miles with total land area of 910,770 sq km/351,650
sq miles (the rest is water). It shall be known as
the ACGB-GOM Nigeria National Diocese.
1.3. The Diocese is being formed under the Apostolic
Congress of Great Britain (ACGB) and Global Orthodox
Missions (GOM). ACGB and GOM appreciate the multiplicity
of cultural, national and political affiliations within
Nigeria as a nation.
1.4. The National diocese will be administered by
a National Synod that will operate sensitively to
the diverse interests in the nation, and headed by
the national bishop.
1.5. The diocesan headship will initially be Rev.
,
who is proving leadership in the diocese's preparation
team. The diocesan headship will work under the global
leadership of The Most Reverend Metropolitan Bishop
Henry Paul Kontor, Archbishop of the Global Orthodox
Missions
1.6. While the incumbent of the National diocese may
have a home Church, ACGB and GOM will assist the office
of the National bishop to serve the entire nation
as one National diocese, beyond the interests of his/her
home Church. This is possible from an attitude of
humility and a grasp of the purposes of God for Nigeria
in the witness of the Gospel.
1.7. In this regard, the National diocese would be
equivalent to the geographical area of Nigeria. It
would be the area over which the National bishop exercises
ecclesiastical moderator-ship; to help establish the
sound teaching that God gives and also to encourage
common participation in the gifts and heritage of
the Church.
1.8. The National diocese for Nigeria would work to
give confidence to all the people of God in that nation,
and help all the people to find a biblical reference
to relate their faith responsibly. It will help to
provide a social, spiritual, and community-development
environment where all aspects of God's work can grow
and flourish.
1.9.
The National diocese will take appropriate advice
from other senior Church leaders, and work to encourage
an order and a harmony in the nation. The diocese
is therefore not about empire building. It is rather
about a spiritual facility that helps to hold together
all holiness, learning, and participation - to the
Glory of God.
1.10. In appropriate times, the National diocese will
help provide a spiritual point of harmony between
the State, Secular Vocations (Industries/Trade Unions),
and the Churches.

NIGERIAN CHRISTIANITY IN WORLD CHRISTIANITY |
 |
2.1. The phenomenal increase of the Gospel of our
Lord Jesus Christ in Nigeria appears unstoppable.
It is a significant force to be reckoned with internationally.
It is now an asset for global utilization.
2.2. Far beyond the contributions of the early foreign
missionary Churches, Nigeria has witnessed tremendous
men and women of God that got their vision directly/raw
from God and that makes a difference in the Land.
2.3. The current successful growth of Christianity
in Nigeria appears to have no rival among the developed
nations of the world. This did not happen on a platter
of gold, but by supreme sacrifice of many men and
women who gave their properties and laid their lives
for the Gospel.
2.4. Despite the success, Christianity in Nigeria
has suffered and still suffers from both local and
international persecution directly and indirectly.
Indeed Nigerian Christians paid the price of persecution
during the religious unrests in the land at times
when the Christian world was pre-occupied with other
things. Nigerian Christianity has consequently become
stronger, and continues to be a relevant force to
be reckoned with in global Christianity.
2.5. The National bishopric will trust God to take
forward the challenges and responsibilities in these
development in Nigeria.

SOME FACTS ABOUT NIGERIA |

Nigeria is strategically located in West Africa with

5.1. Religion and faith are very important to most
Nigerians. The religions in Nigeria include:

country, with the Government allowing the lawful practices
of the different religions.

three most populous ones are YORUBA in the West, IGBO

6.
A PREDOMINANT CHARACTER OF NIGERIAN CHRISTIANITY |

6.1. The bishopric will recognise that the external
influence from missionaries of different religious
persuasions has both negative and positive influence
on parts of the culture in Nigeria.
6.2.
Some positive influences could include the introduction
of modern printing and translations into Nigerian
languages, as well as the introduction of internationally
accepted languages such as English.
6.3. Early Christian missionaries left Nigeria many
buildings and other examples of architecture, in addition
to mass education and healthcare.
6.4. Some negative influences could include the disruption
of valuable cultural norms without the provision of
effective replacements and the widespread failure
to harness the energy and vision of the early indigenous
Christian pioneers.
6.5. The bishopric will therefore recognise the wider
contexts of the development of Christianity in Nigeria,
by facilitating research that shows respect for the
several particular qualities of the work of God in
this nation.
6.6. Such research will include studies of pioneering
works from the Historical, Pentecostal and Indigenous
streams of Nigerian Christianity that are characterised
by evidences of original calling from The Lord.
6.7. These could include a number of modern or present
day servants of God, as well as others of more foundational

6.8. The diocese will help the investigation of types
and expressions of God's historic interventions in
the growth of the diversities of Nigerian Christianity.
6.9. The National diocese will also work to assist
the uncovering and deeper understanding of historical
connections and interactions between the various streams
of Christianity in Nigeria.
6.10. In addition, the diocese will also help enable
the expression and relevance of some of such connections
and interactions in this nation to the contemporary
struggles of other nations in the world.
6.11. The diocese will therefore encourage awareness
and studies of foundational and contemporary works
of the Holy Spirit in the Nigerian church. The lives
of the saints are a treasure of inspiration and insights
for God's work in Nigeria as a whole and beyond.

7.
POSITIVE EMIGRATION |
 |
7.1.
Nigeria to some extent like Ireland and others, has
received a great deal of inward-investment as a result
of the emigration of her citizens to other parts of
the world with a sense of purpose.
7.2. The diocese will endeavour to facilitate education
on the positive contributions of the experience of
Nigeria to God's work in many developing countries.
7.3. The diocese will help draw lessons from Nigeria's
immigration experience and encourage studies in the
area of positive, immigration-based development as
one way to help less developed nations particularly
in Africa learn from other countries' experiences.

9.
THE PLACE OF LAGOS, NIGERIA |

9.1. The seat of the National diocese will initially
be at Lagos, Nigeria.
9.2. From this base in Lagos, the National diocese
will serve the entire Federal Republic of Nigeria
till such a time as other bishops are raised up by
God, consecrated to assist in the work.
9.3. Lagos was the capital city of the Federal Republic
of Nigeria until the year 1991 when Abuja (also called
Federal Capital Territory or FCT) became the present
political capital of Nigeria. Lagos (the former seat
of the government) like other cities across the globe
has become increasingly multicultural.
9.4. The city of Lagos continues to enjoy national
and international relevance, because of the following
important reasons among others:
· Strategically located by God along the Atlantic
Ocean with the natural Harbour
· Lagos is a cosmopolitan city with a population
of about 15million people of all nations. It is projected
that by 2014, Lagos will be about 25million people
with current statistics showing about 3,000 people
entering Lagos daily, the majority of them remaining
as residents
· Lagos is an economic nerve centre of the
Federal Republic of Nigeria with multi-national industries
enjoying the natural advantages of the seas, air,
and her international routes borders to the West African
Countries having the Republic of Benin, Togo, and
Ghana the Nigeria's closest friends.
· Over centuries, Lagos as the colonial seat
of British had related with and contributed to the
wider nation and to the world beyond. A number of
other cities across the nation had contributed historically
to the development of the Nigerian nation. As the
nation developed, technology and people from this
nation have been sown into the success of other regions
and indeed other nations of the world.
· The diocese will work towards enabling the
invigorating/advancing of the capacities within the
industries/community groups in Nigeria (particularly
those in deprived and adjacent areas), with an emphasis
on some groups of needy Foreigners and Minority Ethnic
(FME) and other disadvantaged groups in the country.

10.
CHURCH DEVELOPMENT AND GROWTH |
 |
10.1. Churches within the National diocese will be
encouraged to be biblical in orthodoxy, relevant in
propagating the gospel of Jesus Christ in 21st century,
without compromise, dynamic in Evangelical convictions,
strong in Pentecostal gifts, and visible in the struggles
of the communities.
10.2. Evangelism is not only in the distribution of
tracts, but in compassion, caring and support. These
include areas such as food, water, health, shelter
and communications, which incorporates dissemination
of information to schools, and the general public.
10.3. The diocese will also encourage the planting
of churches within the Nation as a means of strengthening
the people in the face of the life pressures in the
evolving modern society.
10.4. The bishopric will encourage vibrant worship,
profound liturgy, sound expository biblical teaching,
access to sacraments and membership of the wider Christian
Communion.

11.
ECUMENICAL & COMMUNITY OUTREACH |
 |
11.1.
The National Bishop will work extensively towards
bridging the ecumenical gap by bringing together various
streams of Biblical Christianity in Nigeria, including
the Historical, Pentecostal and Indigenous and others,
to work in love and in partnership for far reaching
purposes like community development.
11.2. In this regard, the National Bishopric would
work to build cooperation among a variety of Christian
churches and institutions in the National diocese
who share a common understanding as to how community
capacity building can happen from within the community.
11.3. The bishopric will help to establish mechanisms
for the expansion and sustainability of such development
partnerships and will assist in fostering the evolution
of a grassroots movement of faith-based community
improvement in the area.
11.4. In addition, the bishopric will also seek to
enable a wider interfaith dialogue between the Church
groups and partnerships (on the one hand) and similar
programmes by other faiths in the nation (on the other).
11.5. In all these, the National Bishopric will strive
to assist the harnessing of the spiritual and physical
resources available to accelerate the development
and transformation of the nation.

12.
PROMOTION OF EDUCATION |
 |
12.1.
It has been said that:
· Education is the best legacy.
· If Education is expensive, try ignorance.
· You stop reading, you stop leading.
12.2. The National diocese will help promote education
as a key tool for enabling lifelong personal growth
as part of the development process.
12.3. The diocese will help facilitate the establishing
of a Community Development Library for churches, the
general public in particular the youth (the leaders
of tomorrow). This will serve partly as a resource
base which will include services to practitioners
and researchers in the area.
12.4. The diocese will also examine ways of working
with the ICDS and SBTU in partnership with the ACGB-GOM
Northern UK Diocese; to encourage the establishment
of educational programs, as part of the diocesan services
to the community.
12.5. The educational and training programs envisaged
will be encouraged to reflect the following among
others:
· Enabling and encouraging development of the
community, by the community through assessment and
enhancement of internal and external potentials
· Enabling and encouraging trainees to work
at their own pace through extremely flexible and relevant
courses
· Enabling and encouraging trainees and their
communities to resource funds to establish their own
projects
· Enabling and encouraging trainees/communities
to use all the major areas of mass media (radio, video/filming,
web page design, design & print and ICT) to effectively:
· Engage and empower individual members of
their communities
· Disseminate balanced information in and about
their communities
· Accelerate the development of their communities
12.6. The training will also be fashioned to foster
partnership between local community projects and between
these projects and:
· Community practitioners in Nigeria and other
parts of the world
· National and locally recognized industries
and corporations
· Development organizations
12.7. The diocese will also work with the Archbishopric
of Metropolitan Henry Paul Kontor towards the accreditation
of other smaller FME and other minority educational
projects throughout the Federal Republic of Nigeria,
and elsewhere. There will also be focussed efforts
to enable and increase collaboration of other smaller
FME and other minority educational projects with other
existing educational institutions.
12.8. With the assistance of the ACGB-GOM Northern
UK Diocese, the diocesan educational projects in Nigeria,
will be feeder institutions to a number of other institutions,
including:

The Manchester College of Arts and Technology
· The Leeds Metropolitan University
· Manchester Metropolitan University
· Samuel Benjamin Thomas University
· The Institute for Community and Development
Studies and
· The Community Work Training Company among
others
12.9. Within Nigeria, the diocesan educational projects
in Nigeria, will be feeder institutions to a number
of other institutions, including:
· Moshelen High School
· The Universal Christian Bible College
· The Samuel Benjamin Thomas University College
of Nigeria
· Others
12.10. In addition the diocese will seek to encourage
the provision of a number of other facilities and
services:
· Christian Resource Centre/Bookshop
· Gymnasium & Sports facilities
· Medical services
· Conference/Training Rooms
· Radio and Television Studios
· Community Server Hosting Etc.
· Portable borehole/ water-purification projects
in the rural areas

13.
NETWORKING AND COMMUNICATION |
 |
13.1. The National diocese will serve as one of the
catalysts to coalesce and step up the efforts at national
development in the Nation through Interactive Community
Networking.
13.2. To do this, the diocese will be involved over
the next few years in enabling the building networks
of community groups, and facilitating interaction
between members of these groups, right across the
nation and internationally.
13.3.
The bishopric will therefore work to help actualise
a substantial increase in the speed of information
technology (IT) solutions delivery, and on-going change
within the diocese as it works to bring the various
business, faith and community groups into relationships
and joint ventures for development.
13.4. In addition the diocese will assist statutory
bodies in looking into planning development modalities
and pricing structure for this area of community development.

14.
SEMINARS & WORKSHOPS WITH EXECUTIVES &
MID-LEVEL MANAGERS |
14.1.
The diocese will work strategically with a number
of institutions including ICDS
and SBTU
to facilitate the provision of several training seminars
and workshops each year, primarily as a means of maintaining
links with and influence on the executive level of
the community.
14.2. The diocese will assist these outcomes by enabling
cooperation with the ACGB-GOM Northern UK Diocese
as well as the following national organisations among
others:
· Institute for Management and Leadership Training
· Manufacturers Association of Nigeria (MAN)
· National Center for Economic Management (NCEM)
· National Center for Economic Management and
Administration
· National Center for Technology Management
(NACETEM)
14.3. The projected seminars and workshops will be
of a high professional standard in organisation and
intense relevance in content, and will therefore attract
participation from industry and the public service,
in addition to the clergy.
14.4. These seminars and workshops will therefore
provide an extension to the aim of bringing the church
and industry together by focussing on pressing issues
of importance to local and National development and
job creation, as well as beneficial corporate social
responsibility.
14.5. These specially formulated programs will include:
14.5.1. High level interactions and networking for
strategic capacity building with Bishops, Senior Pastors,
Senior Management in Government and Community Groups,
Charities etc.
14.5.2. These high level interactions will help to
inform that level of Strategic Management, by enabling
clearer determination of the long term direction and
performance of each organisation, within the context
of local and National development. There will be at
least one of these in the first year of operation
of the diocese.
14.5.3. There will also be intermediate level interactions
and networking for operational capacity building with
Priests, Presbyters, Pastors, and Middle level Management
in Government Departments, Community Group and Charity
Managers etc.
14.5.4. These intermediate level interactions will
help to provide skills for Operational Management,
geared towards the day-to-day running of each organisation.
14.5.5. The focus at this level will be on effective
administration of the elements that better enable
a successful and sustainable operation within the
strategic directions dictated by the local and National
development. There will be at least one of these in
the first year of operation of the diocese.
14.5.6. There will also be project level interactions
and networking with Deacons, Church Workers, Community
Workers, Project managers etc; geared towards management
responsibilities for specific projects that deliver
changes at the cutting edge of the local and National
development.
14.5.7. There will be at least one of these project
level interactions in the first year of operation
of the diocese.
14.5.8. To achieve these levels of networking, the
diocese itself will have to be a vanguard of change
to accommodate wider civic and secular partnerships,
internal business process re-engineering, devolution
of decision and responsibility, all within a well
articulated and uncompromising biblically orthodox
theological expression.

15.
CHURCH, INDUSTRY, AND WEALTH CREATION |
 |
15.1.
Beyond the ecumenical and interfaith role, the National
diocese shall take interest in inter-sectoral matters,
including the links between church and industry, as
it does its wider pastoral work in the Nation
15.2. There are convictions that Christian business
ethics are beneficial to the society, and that the
establishment or encouragement of local entrepreneurships
based on biblical ethics of faith, diligence, integrity
and social conscience is a viable way of strengthening
local community.
15.3. The diocese will support the building and strengthening
of links between church and business, faith and industry.
The outcomes will be made available to social enterprises
that are based on a biblical business ethic.

16.
SOLIDARITY |
 |
16.1.
The National diocese shall appreciate the spiritual
and human struggles of the nation, and build solidarity
with spiritual and human aspirations in other places.
16.2. The diocese shall support the need for orthodox
apostolicity to reestablish and re-express itself
in all parts of Europe and the wider world as one
key to moral, spiritual and economic development of
society.
16.3. The diocese shall support a fundamental understanding
that a further development of some needy Foreign and
Minority Ethnic (FME) and other disadvantaged communities
in Nigeria is very essential, and that their success
lies largely on how they are able to web themselves
as key participants in directing the skills improvement
of their own people.
16.4. The diocese shall support those who encourage
public education in appreciating the fact that the
proprietorship of the state is the responsibility
of all citizens, and that the means to increased democratic
participation by disadvantaged communities in Nigeria
depends on the awareness of their individuals.
16.5. The National diocese will support the energising
and mobilisation of civic society, to become partners
in education and National development.
16.6. The diocese will encourage through the networked
involvement of existing network of Churches as well
as churches and community groups in the nation to
offer support for such spiritual and human aspirations.

17.
AN OVERVIEW OF PROSPECTS AND CHALLENGES IN THE
MEDIUM TERM |
17.1.
This wider diocese has within it the potential of
incubating smaller manageable units that will be developed
to seat other Bishops in the future.
17.2.
As the work of the National Bishop increases, other
bishops will be consecrated to look after specific
areas in the six geo-political zones spiritually and
administratively.
17.3. The National diocese will endeavor to respect
and positively engage the sections, depths, and heights
of the society. It shall open grounds for this generation
and the future generations.
17.4. The National Bishopric will be facing the fact
that there are three (3) great WORLD FAITHS who name
a personal God and a special revelation of this personal
God. These faiths are JUDAISM, CHRISTIANIY, and ISLAM.
Each claims to be a custodian of God's revelation
for the rest of the world.
17.5. The National Bishopric will foster and direct
relevant conversations that address inter-faith in
a positive spirit towards the articulation of facets
of mission in contemporary and significantly relevant
expressions of true Christian faith without compromise.
17.6. While serving the entire population at large,
the diocese will give a measure of attention to the
needs of Christians, local leadership, educational
and development projects, and the disadvantaged; including
some categories of foreigners and minority ethnic
(FME) Groups.

18.
PRAYER |
 |
18.1. It is the prayer of the National diocese development
team that the focus of the diocese will always be
towards the revival and revitalisation of the Christian
heritage of Nigeria, which includes spiritual, educational,
healthcare and industrial legacies among others.
18.2. The diocese development team particularly prays
for the promotion of biblical teaching that fosters
unity in the Nigerian Church. The team prays that
such a direction would positively impact local communities
and indeed the wider world in which our society is
partly shaped.
18.3. The team prays that Churches and Christians
will maintain a focus on Jesus Christ and the original
doctrines of the Bible while boldly seeking relevant
contemporary expressions of that Christian Gospel
for the society of today.
18.4. The team prays that the establishment of the
National diocese serves as a part of a wider spiritual
awakening in Nigeria and Africa, prophetically the
continent of peace and genuine love, with the purpose
of restoring the true relevance of the church to society
through dynamic, contemporary and practical applications
of the Christian faith.
18.5. The team has observed that this restoration
has already begun within the Churches, and prays that
the continuation will produce the effect of enabling
the Church to become increasingly more significant
to the reality of today's world through the rediscovery
of the power of biblical unity of vision and purpose.
